[I] Selecting "Manual voting process" should hide the rest of the vote section (tooling-trusted-release)
sbp opened a new issue, #189:
URL: https://github.com/apache/tooling-trusted-release/issues/189
Since a manual voting process does not use the rest of the options, they should be hidden when it is selected. The user should be warned, though, if they have filled in any of the options to be hidden, which complicates the implementation.

Manual vote process is not allowed for incubating releases; for many reasons we should probably never allow this.
We validate the vote and result thread URLs submitted during manual vote resolution, but do not store them. We should think about whether we need to store them.

If we are going to make the manual mode official and proper then we are going to need know the VOTE thread and RESULT thread links on list.apache.org in order to accept the results and manually move to the Finish stage.
