[jira] [Reopened] (BIGTOP-2825) Upgrade gradle to the latest 4.0

Konstantin Boudnik reopened BIGTOP-2825:
----------------------------------------

I will be reverting this commit (again) because Gradle 3.5 and later (may be even before 3.5) have and issue with certain HTTP attributes which leads to downloads to fail (see this discussion https://github.com/gradle/gradle/pull/2213).

I have came across it while trying to use a gitub's branch to build Hadoop component. Looks like it will be fixed in the later releases of Gradle as the fix has been merged into their master already). So, we can revisit this at a later time...

> Following on BIGTOP-2808, let's upgrade the gradle build system to 4.0 - the [improvements|https://docs.gradle.org/current/release-notes.html] are numerous and we have fallen far behind the project's release train.
