[PROPOSE] Release Apache Juneau 8.1.1 RC1

Hi everyone,

I'd like to do a maintenance point release of Juneau.  There were
several bugs fixed from 8.1.0.

Also added:
- Support for serializing/parsing Optionals.
- New packages in marshall to allow you to define common REST
interfaces without having to pull in the server/client modules:
   - org.apache.juneau.http.response
   - org.apache.juneau.http.exception
   - org.apache.juneau.http.remote
- Improvements in the @RestResource(staticFiles) support.

If I do not hear any objections within the next 24 hours, I'm going to
go ahead and start the process.

The release will be called 8.1.1-RC1. The next release will be set to 8.1.2.
