   Adds a Gradle validation task for distribution LICENSE/NOTICE verification.
   
   ### Changes
   
   * add `validateDistributionLicenseNotice` task
   * validate distribution archives are created successfully
   * wire validation into Gradle `check` lifecycle
   
   ### Testing
   
   ```bash
   ./gradlew :polaris-distribution:check
   ```
   
   Closes #4186
