   Currently, in #247 , the e2e cases about health check are not so strong, We need to make partial endpoints unavailable and others are ready if we want to test the health check mechanism. This is not easy since all endpoints are from same Service and Deployments (with same template). We may use different version of deployments/pods (with deliberate unstable API embedded there) and include them in the same service, expose them to APISIX.
   
   Note we cannot let all the endpoints down, in such a case, APISIX still pulls them up when picking servers.
