So, I created this as a draft pull request. It depends on ZOOKEEPER-3788 (#1313), so that should be merged first. A lot of these fixes help conform the project to Maven conventions better, which makes it easier to build and use with Maven-aware tooling, such as Eclipse M2E. However, I realize that there's multiple tasks in here. I wasn't sure whether I should create multiple JIRA issues and do each of these things one at a time, or if the entire thing could be accepted as a whole. Please advise, and I will update the PR accordingly.
