   This helps to improve the performance after FLINK-7700 resolved.
   
   ## Brief change log
   
   Changes to `RocksDBAggregatingState.java`, `RocksDBListState.java` and `RocksDBReducingState.java` which have the `mergeNamespaces` method.
   
   ## Verifying this change
   
   This change is already covered by existing tests.
