   Deliver the managed Runtime Host lifecycle transaction slice: migrate legacy supervised deployments into the canonical authority, separate supervisor and reconciliation-trigger drivers, and make lifecycle/provider changes crash-recoverable without admitting two lifecycle owners.
   
   The first commit establishes the transaction fence in `runtime-host-deployment.json`: transition and blocked states fail closed at the existing launch authority, and exact commit/rollback require the same State Root owner. The durable journal and provider actions will recover through this boundary rather than becoming another lifecycle authority.
