**Is your feature request related to a problem? Please describe.**
The AutoRebalancer is a legacy rebalancer and it has been fully replaced by the newer DelayedAutoRebalancer by most of our customers. Using AutoRebalancer as the default rebalancer is no longer preferred and may introduce undesired rebalance behavior (which we fixed in the DelayedAutoRebalancer).
**Describe the solution you'd like**
Change the default rebalancer to be the DelayedAutoRebalancer if no rebalancer class is specified.
Note that how to ensure backward compatibility is the key here. We need to confirm and ensure no partition shuffling happens after migration.
