   `admin.examineTopicStats` return partly queue when read and write queues are inconsistent
   
   ### Steps to Reproduce
   
   Adjust the number of read queues to be greater than the number of write queues.
   
   ### What Did You Expect to See?
   
   Return only writable queues
   
   ### What Did You See Instead?
   
   Should return full  queue's info.
   
   ### Additional Context
