Fixed in svn -r 489289.
Updated managedRepositories jsp page.
Added new operation "archiva-edit-configuration" that is specific for Archiva System Administrators only.
I cannot use the "archiva-manage-configuration" operation to disallow users with repository manager roles from accessing the edit configuration page because the permission is used to make the Administration--Managed Repositories, Proxied Repositories show up on the navigation menu.
