falcon/hadoop-webapp creates war files used by IT tests. 

falcon/hadoop-dependencies creates a dependency dir which has all the jars falcon depends on. When falcon server is running on a machine without hadoop, this dependency dir is added to falcon classpath during falcon start. 

Both modules package the same jars and can be combined into a single module. Please comment if there is any specific reason the two modules should stay separate.
