Re: Rework the Apache VCL website?

CMS has been set up: http://vcl.apache.org/index.html

We need to start discussing the design.  I looked around at other ASF
sites.  I like how rave.apache.org is simple and organized with a left
nav bar, and how there is a single documentation link rather than
displaying multiple sets for each version.

I think the first step is to create a basic template with a navigation
bar so that content can start to be added.

Committers should have access to edit things after installing the
bookmarklet at the bottom of this page:
https://cms.apache.org/

Also review the CMS reference:

I think adding the IRC web chat to the new layout would be great,
people wouldn't need the irc cilent to chat or get help from
#aslvcl

+ would hopefully bring more people to chat

I also worked on the css file.  It's very basic.  Any help from
someone with an eye for design is greatly appreciated.

It would be nice to figure out some way for the left nav bar to expand
based on the page you're on.

I'm going to start migrating the content from Confluence, starting
with the pages under Information.
