[REPORT] Attic report, November 2013

(Please accept my apologies for missing the board report last month) 
The Attic is currently experiencing a lack of volunteer time. We have twoprojects in the pipeline (stdcxx and ESME) who’s archival process looksstuck – and actually even never started for stdcxx. I guess it’s timefor the Attic PMC to do an open enrollment and see if we can secure morehelping hands.
On a somewhat unrelated note, I think the board should actively be awareof the following tidbits, which don’t apply directly to the Attic but maywell have impact one way or another:
1. Two projects (XMLBeans and DDLUtils) have theoretically moved to theAttic. However, both archival processes have been stopped as the communitydecided to try and revive them. Work hasn't been started on the Attic side,waiting to see what happens. XML beans is currently beginning an incubationprocess.
2. Axis is expected to start moving inactive projects to the Attic. Noconcrete follow-up yet as of today and we hope that when they do, theycome with volunteers ready to help out.
3. A long thread on dev@click.a.o and board@ happened in September,moving quickly from retirement of Click into a general discussion on creatinga new category of "finished" projects with no real community but still notattic-worthy. I assume there is no action for the Attic at this point intime, but the thread may well be revived in the near future.

Board resolution is complete, and users are informed. So next up are the
infrastructural changes (pretty much the only steps - turning lots of
things to read only, and adding a page on the Attic).

I typically add the page on the Attic first.

Richard - could you look at the project pages on the attic site and give us
a basic piece of text? Typically it's just explaining what ESME was and
perhaps why it closed; but there may be forks or other items you'd like to
call out.

Hi,

I would like to finish the process of moving Apache ESME to the attic.

Right now, we are stuck somewhere in the middle.

How can we must proceed to fish the move.
