### Current Behavior

### Expected Behavior
enable https redict not working showed in this pic
so ,I disable it , and then disable by Admin API like pic followed

### Error Logs
"error_msg": "unknown plugin [redirect]"
or not working
### Steps to Reproduce
1 enable https under apisix-dashboard 3.0.0
2 not working
### Environment
- APISIX version (run `apisix version`): 3.1.0 docker pull apache/apisix:3.1.0-centos
- Operating system (run `uname -a`): Ubuntu SMP Wed Mar 2 14:58:37 UTC 2022 x86_64 x86_64 x86_64 GNU/Linux
- OpenResty / Nginx version (run `openresty -V` or `nginx -V`): nginx version: openresty/1.21.4.1
- etcd version, if relevant (run `curl http://127.0.0.1:9090/v1/server_info`): {"etcdserver":"3.5.7","etcdcluster":"3.5.0"}
- APISIX Dashboard version, if relevant: 3.0.0, docker pull apache/apisix-dashboard:3.0.0-centos
- Plugin runner version, for issues related to plugin runners:
- LuaRocks version, for installation issues (run `luarocks --version`):

It can only use https by intput https://xxxx.com in brower（ Chrome incognito mode）
