This is an umbrella issue to add an initial support for running batch jobs with streaming runtime. It includes tasks like:
 * Add some necessary extension to StreamTransformation to meet the requirement of batch job
 * Make StreamTransformation, StreamGraph and StreamTask to support running batch jobs
 * other related necessary changes
