Good question. If the widget admin unapproves a widget, typically this would be quite serious (e.g. security vulnerability, ToS breach, licensing issues) and so it would be logical to not just hide unapproved widgets from the store and widget picker, but to also disable any existing widgets on user pages or replace them with an appropriate notice, e.g. "The site administrator has disabled this widget".
