configure ignores zlib

After untarring subversion-1.4.0.tar.bz2 and subversion-deps-1.4.0.tar.bz2
on a debian Sarge server without dev packages ./configure will not finish
succesfully complaining about missing zlib. Nevertheless zlib dir is
present in the untarred source. Possible error in configure.

Can be circumvented by installing zlibg1-dev from Debian repository.
