In the new {{validate}} logic of {{ECContainerSafeModeRule}}, {{hdds.scm.safemode.threshold.pct}} is not considered.

    final List<ContainerInfo> containers = containerManager.getContainers(
        ReplicationType.EC);

    return containers.stream()
        .filter(this::isClosed)
        .map(ContainerInfo::containerID)
        .noneMatch(this::isMissing);
{code}

We should consider {{hdds.scm.safemode.threshold.pct}} while validating the {{ECContainerSafeModeRule}}.
