I am able to add the android platform to a test cordova cli project and build just fine.  When i go to run on an emulator the emulator opens but the project is never installed.  This is the very simple case, no plugins were added.

C:\workspaces\cordovacli\helloworld>cordova -d emulate android
cordova library for "android" already exists. No need to download. Continuing.
Wrote out Android application name to "helloworld"
Wrote out Android package name to "com.helloworld"
Calling plugman.prepare for platform "android"
Preparing android project...
Processing configuration changes for plugins.
Iterating over installed plugins: []
Writing out cordova_plugins.js...
