jetspeed.properties

Greetings,
I tried to change the 'decorations' in the jetspeed.properties and
restarted the app-server
but I do not see the changes take effect. My environment is J2
2.1-dev. The properties
I changed are:
#-------------------------------------------------------------------------
# D E C O R A T O R S
#-------------------------------------------------------------------------
# default page decorator if none specified
decorator.page.default = blueocean
# default portlet decorator if none specified
decorator.portlet.default = blueocean

Is the above the right way to change the default skin? Sorry, if it is
newbie question.

Sorry, after better searching, it looks like I have to do through the Portal
interface.
