   ### Motivation
   
   When a client repeatedly sends partition metadata requests for a topic under a non-existent tenant or namespace, the broker currently logs the failure as an error:
   
   `Failed to get partition metadata`
   
   This is noisy for expected client-side misconfiguration cases such as `Tenant does not exist`. The broker is healthy and still returns an error response to the client, so logging this path at error level can create unnecessary alerts and obscure real broker-side failures.
   
   This change downgrades the log level to `warn` only for 404/not-found failures while preserving `error` logging for other partition metadata failures.
