I echo some of Anshum and Jan's concerns here.  Good ZooKeeper clients abound.  We ship one in the current Solr distribution, and we provide support for some ZK commands in {{bin/solr}} itself.  I don't see the use case to add API surface area to provide yet-another way to access ZooKeeper.  ZooKeeper access is only intended for administrators, and there are plenty of other tools that allow them to do that just fine right now.
