if there is a jaxrs service mapped on /the but the resource is on nothing particular (/ by default) then static resources (index.html) will not be matched

This jira makes it tried by default (not that impacting regarding perf thanks to tomcat impl).

Side note: it doesn't respect yet welcome files (/ means try index.html) since it can be jsp which should be filtered. Here we just return static files and we don't run another jsp to avoid hell
