2020 March Board Report Draft

The 2020 March ASF board report is due soon.  I've created an initial
draft here:

Comments, suggestions, and feedback are welcome.  Otherwise, it will be
submitted later today.

The content looks good to me, but it doesn’t fit the expected format. Maybe you can use reporter.apache.org <http://reporter.apache.org/> to populate and submit ?
