Why console stream is looping when config log4j?

Hi:

I use a servlet to config log4j just as short manual describing in "Initialization servlet" item, it works in WebLogic, but can not work in JBoss-Tomcat, it said "ERROR: invalid console appender config detected, console stream is looping", why? The source code & properties file & console log are attached.
