[PR] [SPARK-57443][BUILD] Change version in branch-4.x to 4.3.0 [spark]

### What changes were proposed in this pull request?
Change version in `branch-4.x` to 4.3.0 (`4.2.0-SNAPSHOT` -> `4.3.0-SNAPSHOT`).
This mirrors the master version bump in #55703 ([SPARK-56740]), applied to `branch-4.x`: the project/parent version across all `pom.xml` files, plus `python/pyspark/version.py`, `R/pkg/DESCRIPTION`, `resource-managers/kubernetes/integration-tests/README.md`, and a new `v43excludes` section in `project/MimaExcludes.scala`.
### Why are the changes needed?
To prepare 4.3.0 from `branch-4.x`.
