Yes.. T2.3 builds with Maven

They are the same thing. You will need to build the jar from CVS, or
download from http://jakarta.apache.org/turbine/repo

Take a look at the dependency list for 2.3. It lists everything you need.
If you build using Maven, then you can get everything by adding
http://jakarta.apache.org/turbine/repo as a repository.
