Starting the LTCP listener

Hi

	How to bring up the LTCP listener. Whether we have to invoke a
special method to ensure that LTCP is listening on the specified port. When
we try to initialize JCS, LTCP starts listening as well as it tries to
connect with other servers in the group. Since all the servers doesn't start
at the same time, find and connect fails at least for on LTCP instance
(because LTCP server for one particular hasn't started then).
