How to add BOM

I am making UTF-16LE xml files however XercesC is not adding the BOM to the start of the files.  IE cannot open the files without this.  Also when I unserialize my Unicode document, the parser does not seem to recognize the entire document; this may be related.

How do I add BOM to the file?
