Despite having a nuspec file, the Org.Apache.Reef.All project does not produce a nuget package as part of the release build.  It is currently being generated manually.  This should automatically be generated. 

This package is different from the rest of the packages since it contains no dlls.  It only contains references to other nuget packages.
