   ## What is the purpose of the change
   
   *This pull request adds the basic types in Python to allow to define data types in Python*
   
   
   ## Brief change log
   
     - *Adds BooleanType, TinyIntType, SmallIntType,  intType, BigIntType, FloatType, DoubleType, DecimalType, DateType, TimeType, TimestampType, RowType, MapType, ArrayType and UserDefinedType in Python*
     - *Adds type infer utilities in Python to infer the data type from python data*
     - *Adds schema parser utilities in Java to parse the JSON defined data type*
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
     - *Added tests in test_types.py*
   
   ## Does this pull request potentially affect one of the following parts:
