Improvement of the Apache Pulsar description on DockerHub

Hi all,

Currently, the description of the image on DockerHub is a bit weak. I've 
prepared a draft which should improve the overview:

The description is pretty short, but it should be able to answer the 
following questions:

  * What is Apache Pulsar?
  * Where can I find help and documentation?
  * How can it be started in docker?
  * How can it be deployed in production?

I am open for discussions and changes ;)

One more thing... It would be nice to update the link to the Apache 
Pulsar website at https://hub.docker.com/u/apachepulsar , because it 
still contains "incubator".
