Mesos invoker PR

Hi -
I created a PR for optionally enabling a MesosContainerFactory within invoker: https://github.com/apache/incubator-openwhisk/pull/2833

There are a few known issues mentioned in docs/mesos.md, but basic operation is there.

Let me know if you have questions, on dev list or in the PR.
