CVS vote restated

In view of David's veto, and Paul's suggestion, I withdraw the previous call
for votes and submit a new one (sigh):

CVS will be installed and set up on www.apache.org, and used for further
development of Apache 1.1 until 1st March 1996, at which point a vote on the
continued use of CVS will be held.

Deadline: Tuesday 21st Dec, 17:00 GMT.

For the sake of correctness, I suppose I must ask everyone to revote.
