STEPS TO REPRODUCE:
1. Login to Ambari UI
2. Select Ranger->Configs
3. Search "ranger.usersync.sleeptimeinmillisbetweensynccycle" within filter tab.
4. Here you will see the description for the property as -
"Sleeptime interval in milliseconds, if < 1000 the default to 30 sec" 
I checked within git ranger code default minimum interval is set as below -
unix user minimum sync value : 60000 = 1min and ldap user minimum sync value : 3600000=1hr
