Fmt tag

I am using many <fmt:bundle resources within my application for different
sections of my application, and every time I add a new bundle, an old one
that used to work, or sometimes even the new one won't find the resources in
the bundle?  Is there a limit on the number of bundles within an
application?  Is it tied to physical memory on the machine?  What could
cause this behaviour?
