Currently, we'll print a warning message, if we don't find a WEB-INF/geronimo-web.xml file (and a deployment plan was not specified separately).
I think it would be useful to print a warning message if we don't find a WEB-INF/web.xml file. It's not required. However, it's pretty likely that that we're processing a badly formatted war file...
