jira thought -- remove the TBD category

All--

  I marked the 1.0 release as shipped in JIRA today and was looking at
the releases in which the rest of the bugs are classified.  Today,
there are:

1.1
TBD
Unscheduled

Seems that we could consolidate the latter two categories and just use
JIRA's implicit Unscheduled category as a holding place for bugs not
targeted for a specific release.  Would leave us with a single bucket
for those bugs.

  Unless anyone objects, I'll remove TBD and take care of this tomorrow.
