[ANNOUNCE]Hivemall is retired as of 2022/09/1

Hi,

The vote to retire Hivemall passed [1][2], so as of 2022/09/1, Crail is
retired. I'll do the remaining thing[3].

Please remember that this is not the end of the project, just the end of
the experiment to see whether it was a fit for the ASF. If you choose,
the source code can live somewhere else, and the project can
continue; if so, create signposts on this for the new location.

Thanks to everyone who has worked to make Hivemall successful.
