Verify register ssh key pair can be used to register same ssh keys with different name

there were  issues in list virtual machine API when user were registering same ssh key  with different key pair name  and Creating VM with different key pair. List virtual machine was returning same key pair for both the vm though two different key pair name was used to deploy them . So now we block registering same ssh key using two different key pair name .
