[PR] update azure pom parent to address CVEs (druid)

Update pom parent of azure-extensions to address CVE: CVE-2024-35255

FYI, I merged master into the PR branch, and fixed an issue with the `nimbus-jose-jwt` entry in licenses.yaml. The version number `9.40` needed to be wrapped in single quotes in the YAML, because it was being parsed as the number `9.4` and causing the checker to fail.
