[users@httpd] Problem stopping Apache Console Application

Hi

I have been looking through the documentation and for the Windows 
platform it says to stop a running console application to use

Apache.exe -k shutdown

However, whenever this is executed I get the error

The Apache2 service is not started.

I use control-c to kill Apache, however that leaves a process dangling 
that has to be killed manually.  Is there a way to kill Apache from the 
console?

Fair enough that works if you start Apache from the DOS box.  I use 
MingGW and Cygwin with shells, and sadly there it has no effect.

I right click on the Apache item on the taskbar
