Resolution: Not a Problem
It's bug in test case:
One test case adds a primary storage, while another test case tries to create a vm right after the primary storage added, unfortunately, management server chooses this newly added primary storage to create the vm, then the test case tries to delete primary storage fails, due to other vm is using the primary storage.
The proper fix for the primary storage test case is that, add a primary storage with a tag, so mgt server won't choose the newly added primary storage to create vms.
