Releasing 1.0.7 to fix issue #1862

It seems that isse #1862 is causing a lot of trouble for a lot of 
TortoiseSVN users. The issue contains a proposed fix for the problem 
that I believe is correct, but it nees to be reviewed (and voted for). 
The problem does not exist in 1.1.0-rc3, so we are safe there, but I 
feel that the issue is severe enough to warrant an 1.0.7 release to 
accomodate those that do not want to upgrade to 1.1 just yet.

Any objections?  Is there anything else that we should include if we 
release 1.0.7?  Here's a link to the issue:
