Jonathan Hung resolved YARN-8847.

Resolution: Invalid
Actually, upon closer inspection it's handled in AdminService. Seems this was missed when porting internally.
Sorry for the noise.

> YARN-7738 adds functionality for refreshing maximum allocation on scheduler refresh. But it seems when resource types are configured in resource-types.xml, the relevant configurations: {noformat} <property>
> <name>yarn.resource-types</name>
> <value>yarn.io/gpu</value>
> </property>
> <property>
> <name>yarn.resource-types.yarn.io/gpu.maximum-allocation</name>
> <value>4</value>
> </property>
> {noformat}
> are not picked up.
