[ANNOUNCE] New Helix committer: Vinayak Borkar

Hi,

Gives me immense pleasure to announce that Vinayak Borkar has been elected
as committer for Apache Helix. Vinayak Borkar has been working on
integrating Helix in Hyracks and Asterix and has provided valuable
suggestions on improving Helix. He pretty much knows Helix code in and out.
