when trying to run perl or cgi file

i installed apache 1.3.9 and configured to run on port 8080 , the normal manual works fine , but when i try to run .pl or .cgi file it gave me internal server error and enterrd 2)No such file or directory: couldn't spawn child process: into the error log file , i have done all the right thing to make work perl files as per your documnetation.
