[users@httpd] can locale be set separately (per-directory) etc?

For mod_include/SSI, the current locale is used when printing dates for
instance - does anyone know of a way to set/change the locale on a
per-directory or perhaps vhost basis?  I understand I could use perl or
php, but I'd rather have a configuration setting.
