if xmlns:t="http://tapestry.apache.org/schema/tapestry_5_0_0.xsd" is excluded from the .tml file to a component, no exception is thrown. An exception should always be thrown if this is excluded, as not including this will cause subsequent exceptions to occur on the page if dynamic content is being used.

A page may have a template and do quite a bit of dynamic output using just expansions, without using any Tapestry-specific elements or attributes.

I'm not sure I agree with this, specificaly because not all pages/components will need to operate within that namespace. Assuming this issue is addressed (https://issues.apache.org/jira/browse/TAPESTRY-1747), then we can have pages and components that don't even have a class, as it is often useful to be able to repeat a static block of markup. In such cases there's no need to explicitly declare the namespace.
